Not sure. They had a spell of just missing out on getting in to tour draws and / or changing parrners to get in.
Doubly unlucky in that they have the same 03/05 CR 204 as the #4 seeds. I don't know how they decide which pair gets the seeding spot.

I could be wrong but I always understood it was the pair with the highest ranked individual player (doubles) that took top spot...
