Im not saying Jan is at that point, but does anyone know if there is a high ranking point at which players cant play M15 or 25 events if they reach that ranking level?

 It is WR200

From the ITF rulebook

"6. Play-Down (for Singles only)
Players with an ATP ranking of 1-200 in Singles twenty-one (21) days prior to the Monday of the
Tournament Week are prohibited from entering, accepting a Wild Card and/or competing in any
Mens ITF World Tennis Tour Tournament."
