I'm confused: the ATP site is now showing Mark & partner as seeded fifth, moved into the top slot in the draw & due to play local wild cards, Rodrigo Ledesma & Saúl Pacheco (UNR [0+1823]), in the first round! Dodig & Kalender are now due to play ALTs.

I'm not sure of the rules regarding the top seeds withdrawing before start of play, which is what has happened. But making a 5th seed of the next in line ( Mark+ ) and them moving to take over the original top seed's spot seems reasonable enough and mirrors the sort of thing I have seen in singles draws before.
It is the least disruptive way that they can ensure the remaining top 4 ranked pairs are in separate quarters.
