Why? Tim and Greg always used to, you should always play your best player whenever possible.

It's a dilemma for JL. It was being forced to play all 3 days that contributed to Tim's early retirement from Davis Cup. However he also needs 3 singles players to cover any injuries and give him options. Therefore ideally he wants 2 doubles players who can play together, with one of them capable of playing the reverse singles if required - unfortunately neither Jamie nor Ross provide that option.
