Week 2 is actually 5-11th Jan and Week 3 is 12-18th on a standard UK/ISO-8601 calendar. On a US calendar they start the week on the Sunday. So no matter what you look at they will play this event 'during week 3 of the calendar year'.
The event dates according to the ITF and ATP is 12 January - 18 January 2009. That is the Monday to the Sunday. That is 'Week 3'.
However as 'Week 1' starts actually on the 29th December the ATP calendar of events starts their 'Tennis Week 1' on the 5th. There are actually 53 weeks on the calendar this year. By starting the tennis calendar on the 5th means having 52 weeks in the tennis calendar.
So yes it should be Week 2 and I have changed the thread title but in fact will be played during calendar week 3. Hope that explains my mistake !
(Also the fact that qualies starts on the Sunday 11th at the end of the calendar week 2).
The system uses the same cycle of 7 weekdays as the Gregorian calendar. Weeks start with Monday. ISO week-numbering years have a year numbering which is approximately the same as the Gregorian years, but not exactly (see below). And I agree that this seems like a week 3 event NOT week 2
Perhaps next year the ATP will exert their power and double all week numbers so this would then be week 4 !
I agree that technically this is week 3 not week 2, but the ATP/ITF clearly consider it to be week 2 in tennis terms, because their 2009 calendar starts with Doha and the 29 Dec-4 Jan Future was designated Brazil F35 not Brazil F1.
In addition, MTF are treating the week we're in now as week 1 in their Challengers and Futures sections and given that we get our Challenger entry lists from there (or at least I do because I don't know of another source), I think calling Glasgow a week 2 tournament is the best way to avoid confusion.
Things will be back in sync next year, because 1 Jan will be a Friday and I assume Doha will start on the 4th. That's if the ATP hasn't imploded by then and can still find tournament sponsors - rumour has it that 6 tournaments including Indian Wells still don't have sponsors this year.

Just reading through the ITF change of rules for 2009 I found this quite significant change
"Freeze DeadlineThe Freeze Deadline is on the Thursday preceding the tournament week at 14:00 hrs GMT. A player who is moved into a Main Draw or Qualifying acceptance list by the Freeze Deadline is committed to play the tournament.
After the Freeze Deadline players on the Qualifying acceptance list will no longer be moved into the Main Draw, and players on one or more Alternate Lists will no longer be moved into the Qualifying acceptance list.
Such Alternates are not committed to play the tournament.
Players on the Qualifying acceptance list can preserve their eligibility for known Main Draw positions following withdrawals after the Freeze Deadline by personally contacting the ITF Supervisor on-site prior to the Qualifying Sign-in Deadline."
The wild cards are posted up every friday before the tournament, on the lta website.

I don't know if any of the main draw WCs would be based on the British Tour results this week or whether they would influence future WCs, but those on the Alt list not in qualifying are:
- Skupski (reached British Tour Final, but might have scraped a DA anyway) - Fleming (a very obvious candidate for a WC for at least two reasons if he didn't get a DA) - Arlidge (wouldn't surprise me if he's got a WC if he's not in qualifying)
After that, Neil Pauffley and Tom Farquharson are the only Brits who made the original qualifying cut who aren't playing in qualifying, while if they did take into account the British Tour, then maybe Max Jones (who won it) has got one. (both of the semi-finalists are in qualifying)
