I think that's probably right. Looking at her R1 opponent, Dulgheru is WR 29 but has lost her last 5 tour matches (stretching back to October) in straight sets and while she went 2-2 in Fed Cup, her wins were both against players outside the top 250 (Babos being the higher-ranked of the two) and she lost the other two in straight sets too.
The vast majority of her points were gained on clay and grass by the looks of it - she won Warsaw, reached R3 at RG, reached the semis at Rosmalen and reached R3 at Wimbledon, then semis at Budapest, all in the space of a few weeks.
Dulgheru also has a quite bizarre record against Brits - she played three Brits in 2009 and ...
