While US Open scheduling can be questionable, I don't think we can blame today's situation on them. Take a wee look at the New York Times website: the city is evacuating coastal areas, all mass transit is going to shut down at 12:00 noon tomorrow, etc. They were hardly going to schedule matches for tomorrow under the circumstances, and it would be more unfair to players to leave the FQR until some time next week.
