Is it purely based on win/loss for the match, or do individual rubbers count regards tie-break proceedures. For example if a team wins both the singles, do they still play the doubles?
I think if two teams top the group, their H2H is the deciding issue. However if three top the group then rubbers won count, and then if you can't split them after that, sets won/lost.

Yes, and if 3 teams tie on points, it is matches won, then % sets won, then % games won against ALL teams in the group that counts. So, it would be nice to have in the bank three straight set wins to start.
The other match in our group is helping our chances tomorrow as well as Krajicek is going to have to come out and play a deciding doubles after playing a gruelling 2.5 hr match against Peer. She should be tired and will have to play late into the night.
Pretty much the perfect start to our Fed Cup campaign with all 4 girls contributing.
Tomorrow will be tougher and obviusly becomes a must win tie if Holland win the doubles tonight. If Israel win tomorrow's tie is not quite as vital but we would still I think need to win at least one rubber.
That's the 5th time in the last 7 years that GB have opened up with a 3-0 win (both exceptions were 2-1 losses to Switzerland when the Swiss were the highest-ranked team in the pool), which is a reminder that today's win is only a start, albeit an excellent one
Even better to see NED and ISR starting a live doubles rubber with their two singles players at 9.30 pm local time!
Whoever thought we'd see the day when the current DC and Fed Cup captains were sitting on a combined record of 21-2 in rubbers since appointment! (not quite as good as the DC-only record of 23 rubbers in a row in the early 1930s, but it'll do LOL) Tougher challenges lie ahead, obviously, but winning is an excellent habit to get into.

I think it would be marginally better for Netherlands to beat Israel, and then if we were to win tomorrow that would make it virtually certain that we would qualify. Interestingly Bertens is not featuring at all for the Dutch today, so both Schoofs and Krajicek are going to be more tired for tomorrow's matches.
In reference to Steven's stat about the record of the current DC and FC captains of course Leon is also out there at the moment.
One imagines that it is probably same again vs Netherlands.
My only concern would be how well Anne has played, being aware of a courtside supporter tweet that Koehler was looking surprisingly poor.
If she has played reasonably well and given how well the girls' doubles went, it makes life easier. Also, as has been poiinted out with such as Krajicek, it's potentially quite useful players just having to play one match a day.

Anne also has recent wins over both Schoofs and Bertens, so barring something very peculiar happening, I doubt that Judy will change the lineup.
