It isn't unusual to see lots of doubles players in qualifying of events like this. Finding 32 singles players willing to fill out the qualifying draw of an ATP 250 held in a remote(ish) place is always difficult and plenty of doubles players who are there anyway are happy to take their chance.
I really cannot remember seeing so many mid-ranked doubles players in Qualies before in the same week.

Before today Jamie had only played one singles match in the last 4 years. That was a first round qualifying match against Marcelo Melo in LA last year.
His win against Stevenson is his first singles win since January 2007 (Doha qualifying).
