Kutrovsky seems to be playing a Brit almost every week this year!
Just counted and so far he's played 12 Brits in singles this year, beaten 7 (Watling, Burton, Gabb, Smethurst x2 Corrie x2) and lost to 5 (Gabb, Rice, Smethurst x3).
Probably impossible to check other than manually looking at the previous results but surely that's a record for a foreign player in one year?

I assume you mean in a rolling 12-month period rather than a calendar year, since the figures for playing Dan S only match that way.
My first thought as to someone who might have played more Brits in a 12-month period was Stéphane Robert (*) and checking, it turns out he played 18 Brits in singles between mid-2008 and mid-2009, starting with his infamous 16-match Brit-bashing streak in Futures then losing to Evo in the Jersey Challenger before beating Chris Eaton in Wimbledon qualifying. 13 of those meetings (12 wins and the loss to Evo) came in just 3 months, Jan-Mar 2009!
However, 16 of those 18 matches were in the British Isles, so you could be well be right about 13 in 12 months (once you add in the match against Ashley here) being a record for a player who mainly plays outside the UK - apart from 3 matches against Brits in the Nottingham Challenger, all of his meetings with Brits in the last 12 months have been in North America.
(*) the other player who immediately came to mind, Freddie Nielsen, has only played 11 Brits in any 12-month period but played 20 in 2 years from the start of 2006 to the end of 2007.
