I don't think anyone disputes the potential (or, at least, they shouldn't).
But it's the progress line that's being questioned.
I realise that she's had injuries (before this boot too).
But she should be a lot higher ranked (and hopefully will be soon) but - unlike Harriet, say - I don't think that any of them have really taken the bull by the horns to tackle their weaknesses.
I know these changes have been unpopular, but this is surely a case of it working correctly -good players do well enough to earn the right to step up to the next level with ease, rather than having to scrabble around for ages for points. Old 15k points were always very low in comparison.
Francesca is entering 15Ks but she has been putting $25Ks higher in her list of preferences but then withdrawing from them. It may be that she thinks she has little chance of getting into the $25Ks at present so prefers the certainty of getting into $15Ks.

I think you are right and Fran is very close to being dominant at 15K level. The clearer demarcation in terms of access to 25Ks will make it obvious to players where they sit and more clearly define apprentice professionals ie. young players making a transition to the main tour from this that have found their level just short of a career in tennis being financially viable in their mid twenties.

Fran didn't lose out too much by not making the final, as only 10 minutes and 2 games were managed in the final yesterday and with today being a washout the final was abandoned.
