Why can't it be? They're never going to get huge crowds, why does it have to be the LTA's sport and not the publics?
It should be I agree - I guess if they make it open they need to put in place services such as catering, toilets, security, disability access etc even if at a small scale? But that presumably could be done and making the sport more open should be an aim, I would say
As well as the above I suspect it is because they are using the practice courts where there is little space for spectators. I would imagine they would count the spectators in tens rather than in greator numbers as the general public wouldn't even know the play-offs existed.

1 wild card for the top GB player on the ITF junior ranking list at 13 June having signed in WILL JANSEN (CURRENTLY TOP JUNIOR)
Top ranked NCAA player having signed in (subject to the player being in the NCAA top 100) - CURRENTLY ARTHUR FERY IS TOP RANKED IN NCAA (and is here playing in the UK)
Van Rijthoven is in the singles final in atp 250 in s-Hertogenbosch; he lost in qualies last week in Surbiton! And plays Ilkley next week. If he wins the title tomorrow, youd have to say hes putting himself into the wild card discussion.

Given that the first two challengers havent produced a winner not already in the main draw, the dutchman and Virtanen are two putting themselves in the discussion.
