Ya Yi Yang has actually won one other match this year - against WR967 in Auckland in Week 1 (the match before the streak mentioned above). So she's 2-9 for the year.

The Taiwanese girl is over-ranked, having got her ranking last summer by winning a few weak 25ks - one of which she didn't play anyone above WR462 - and a weak 40k which increased her ranking from the 500s in June to the 200s in August. Her losses are because she's been entering higher level events she isn't ready for.
