The draw has been rescheduled for the week of March 3rd. Not really sure why, they are still doing the World Group II draw today.

 Chile have pursued the Garin Bergs incident legally I understand after the last DC round. This would answer why the final 14 draw will continue but perhaps why any involvement from Chile in the other draw is on hold.

I'm not fully up to speed on the incident but it seems that once Berg had taken a 6-5 lead he apparently in his haste collided with Garin who sustained injuries. He stated head injury and head ache, dizziness and refused to continue. Three time violations were issued and eventually Belgium were awarded the rubber and thus the tie at 3-1. Chile tennis organisation said they would pursue this. I have just spotted an article online but its one of these many unknown Web sites so it'll come to main press soon if true.

Just to correct my misunderstanding. All World Group 1 is delayed to WC 3rd March and WG2 has been drawn today. A notable fixture is Ireland draw China at home.
