If Eastbourne is loss making (which whenever I go is packed to the rafters), how on earth to the other 250's make a profit (the ones where there is about 3 people there during the week). Tickets are not cheap either..
Most 250's are fairly empty. They are funded by sponsors or governing bodies.
Not with good marketing / incentives! I went to Surbiton a few years ago on a random Tuesday, and it was mostly full.

Surbiton was always crowded to the brim - not only with spectators but with all the school kids

Prize money for Eastbourne is well over 1 million, being a joint tournament.
Ticket sales will probably cover most of that, but then you have all the costs of putting up stands, hotel and expenses for players and officials etc. This is where you need a good sponsor.
L16:- Katie Boulter (GBR) / Emma Raducanu (GBR) UNR (450+UNR) def Xinyu Jiang (CHN) / Fang-Hsien Wu (TPE) CR58 (28+30) 6-4 6-2
A very good win against two experienced doubles players. The next round will be interesting - either Sonay/Jodie or the top seeds.

The LTA had to cough up the loss - the LTA lost £4million on their grass courts tournaments last year

But Kasatkina plays some great defence and Sonay hits a terrible drop shot and it's *40-Ad. Saves it and another before missing a fourth game point. Saves another break point but another forehand long gives Kasatkina a fourth break point. And another to lose serve. Ouch.
6-1 3-6 3-2*
Brutal game. Sonay's level is overall very very good. Great match - insane how far she has come in 12 months.
