Just going to show how challenging qualifying is, only two FQR matches contain the two seeds they're meant to. Billy's game contains neither expected seed.

 I know what you mean but it would be surprising if all or nearly all the seeds got through. Rankings based on a year on all sorts of surfaces and tournaments with a lot of variables thrown in on top. The word 'meant' isn't quite right....seedings don't mean that otherwise tournaments would be boring! Like the weather forecasters saying the temperature will be higher/lower than what it is 'meant' to be when they mean above or below the average.

 They are an extreme version of challengers, where the non seeds are generally relatively closer ranked to the seeds than they are in the ATP tour and futures and I am pretty sure most seeding upsets occur.

Here there is clearly a whole host of playets ranked relatively clearly to the seeds. Add in all the variables Spireman points to and I think it is fair to actually expect most seeds not to reach their seeded spot.

 I'm 100% with you and that was kind of my point. Qualifying for any of the majors, knowing you have to win three matches against people who are not allowed that different in ability to you, is a tough ask.

Well done to Fran who has navigated it, but I bet it's rare anyone goes into the qualifying confident of progression.

The Men's no1 seed in Qualifying who defeated Oliver C is out. Cazeau from France was defeated in straight sets by Struff of Germany

which demonstrates what you are saying.
