The backstory here is that Kristina has been living in the US for the past 4 years or so (at least) and is applying for US residency (of some form). Until that comes she's seemingly been told she must not leave the country or she will not be allowed back in. And the process is interminable, with various problems that are obviously quite private.
That means that her whole tennis career so far (juniors and adults) has been ground out in the US. And - being still Russian - without the help of any wildcards or such.
Which has been a major struggle and - presumably - put her at a major disadvantage to other 15 year-olds who've been travelling, playing top events everywhere etc.
However, she's broken through rather well on her own, and continues to carve her own path, with politics always in the background

I see she reached the semis of a W50 in May and then, at the J300 College Park warm up for the US Open, she took the title. Very obviously going places.
It's quite normal to not be allowed to leave the US once you apply for residency if you choose to apply there. I wasn't allowed to leave once I applied until I got my green card and that was 35 years ago.

The amount of time it takes is down to which category you're in. 4 years isn't uncommon. I'm was in the immediate family category so it was only 4 months but even that category is now up to a year.

Lord. Our paperwork when we lived in the States was ultra quick.
And the embassies afterwards were really quick too.
But I guess if you lay off all the workers, the work doesn't get done.....
