Yeah I'm not sure exactly how it works but for playing international tournaments you get a lot of extra points which really boosts your LTA rating, no matter how well you do. Lownsbrough's rating has been inflated to something like 4.1.

Recreational/club level is probably an LTA rating of 8.2 at the lowest. I don't think they'd allow players in the 9s and the 10s to get IPINs.
